Der Film handelt von bürokratischer Willkür, Korruption, vom Gegensatz zwischen Worten und Taten und von einem kurzen Moment der Utopie.

Pärn‘s masterpiece. Several episodes each focus on a different figure. Towards the end they all come together to replicate the famous painting by Édouard Manet that provides the title. The film deals with bureaucratic arbitrariness, corruption, the opposition between words and deeds.
